[~digulla] Starting with Java 9, UTF-8 is the default for property files used
with resource bundles. See Oracle's documentation
[https://docs.oracle.com/javase/9/intl/internationalization-enhancements-jdk-9.htm#JSINT-GUID-974CF488-23E8-4963-A322-82006A7A14C7].
So we can't just assume that a file with the .properties extension should be
ISO-8859-1. (A file used with the Properties class should typically be
ISO-8859-1 though.)
