This was the original code, you replaced in "possible patch" above. But you are 
right: the specs does not says it should be an HTML at all...
I think this is another place, where twiki variables shold play a mandatory 
role... Like %TWIKIWEB% 
This induces another problem: where should these variables got set? (Maybe as 
configuration parameters in the maven plugin?) I have a gut feeling that this 
whole twiki stuff is not really well-designed and still needs lots of 
development to be fully equivalent with xdoc.
