The update to 6.19 showed an underlying bug with Checkstyle
https://github.com/checkstyle/checkstyle/issues/3771. Since it won't be
backported, we'll upgrade to 6.18 for now until it is possible to move to JDK 8
and the 7.x line of Checkstyle.
