axis-jaxrpc and axis-saaj both version 1.4 have no POM

Both axis-saaj and axis-jaxrpc (which specified as dependencies in
axis:axis:pom:1.4) do not have a pom of their own. This will cause maven to use
stubs and not store de deps in its local repo.
axis-saaj would need a pom (axis-saaj-1.4.pom) with the following content:

<modelVersion>4.0.0</modelVersion>
<groupId>axis</groupId>
<artifactId>axis-saaj</artifactId>
<version>1.4</version>
</project>
axis-saaj would need a pom (axis-jaxrpc-1.4.pom) with the following content:

<artifactId>axis-jaxrpc</artifactId>
