Run the "online" checks for PRs/pushes that change .github/ itself.
Currently that's just zizmor in "online" mode, but also add a job for the ASF's
allowlist checker.
We've had problems of outdated actions confusing everyone before, the
failure message is not nice. This action can warn you of the problem in
advance. The default parameters are used for now, to get started with it. It
also only checks `main` for now, for the same reason. We might want to extend
to stable branch in the future.
I tried the new check from my fork, it ran in 15 seconds:
