Compiling `branch_10x` with JDK 22 fails with: ``` > Task :lucene:core.tests:compileJava FAILED error: invalid flag: -Xlint:dangling-doc-comments ``` The `dangling-doc-comments` lint category was added to javac in JDK 23, but `JavacConfigurationPlugin` only removed it for compilers older than 22 (this gate came in with the build infra backport, #16592). JDK 21 builds worked because the flag was stripped there; JDK 22 kept it and javac rejected it. This moves the flag to the `< 23` block, alongside `-Xlint:incubating`. `-Xlint:restricted` stays gated at `< 22`. Checked with `javac --help-lint` on Temurin 21 (none of these categories) and Temurin 23 (has `dangling-doc-comments`, `incubating`, `restricted`). I had no JDK 22 locally, so the CI run on JDK 22 is the real confirmation.
