What exactly brings this for the Lucene CI builds? We run CI builds not only on ASF servers or Githiub, there are other providers ivvolved (e.g., Policeman Jenkins). Do we really want to depend on an external cache? I don't think that's needed for the Lucene build. Es pecially on our Jenkins jobs we carefully clean up everything before the build to not have any caches, so a clean room build of Lucene is tested.
