### Description
I noticed bunch of datetime deprecation warnings while running the
releaseWizard flow. They are kind of annoying, making it harder to see the
output and should be fairly easy to address:
```
/Users/akjain/lucene/dev-tools/scripts/releaseWizard.py:744:
DeprecationWarning: datetime.datetime.utcnow() is deprecated and scheduled for
removal in a future version. Use timezone-aware objects to represent datetimes
in UTC: datetime.datetime.now(datetime.UTC).
self.state['done_date'] = unix_time_millis(datetime.utcnow())
```
In summary, all the occurrences of `datetime.utcnow()` should be replaced
with `datetime.now(datetime.UTC)`.
