Thanks for your feedback, @jpountz! I have created a new MultiTenantMergeScheduler as suggested, instead of modifying ConcurrentMergeScheduler. I have restored ConcurrentMergeScheduler to its original state. Added a test case (TestMultiTenantMergeScheduler) to validate the new scheduler's behavior.
