### Description In LUCENE-10577 we added byte encoded HNSW vectors. I'd like to backport to 9.x, which I guess is uncontroversial, but I opened this issue because there have been a bunch of commits related to this and I want to make sure to capture them all when backporting so we don't reintroduce bugs that existed in some of the intermediate stages there.
