If I understand the discussion here correctly, for the moment, we'll need to ensure all packages are exposed - I suppose we can add validation in "distribution-tests" just like ensuring all provided services are consistent with META-INF/services. (I'm not sure what is the cleaner way to do so - by scanning the source tree or analyzing the artifacts, maybe?) I would like to keep the utility stuff, because it makes it easy to recreate the services and also package list.
