I'm checking it out locally, testing and running checks and stuff. 

Locally I did one tweak: moved the new TestChecksumIndexInput.java (thanks!) 
from the org.apache.lucene.index package to the org.apache.lucene.store 
package, just to match the package of the thing it tests.
