Description:
Currently the official Solr docker images are built via the docker-solr
repository.
Starting with 9.0, Solr will be maintaining its own official docker image.
Therefore we also need release steps for this. There are a few things that need
to be done for this:
* Decide how a release image should be built.
* Decide how we will support Solr being an Official Docker Image
* Make sure that compatibility between local images and official release
images is maintained and verified
* Add docker image release instructions to the release wizard
