SIP-12 proposes a variety of changes to the way that Solr implements its
backup/restore functionality. Support for incremental backups, common
proprietary "blob stores", corruption detection, etc.
This ticket is intended as an umbrella ticket for each of those changes or for
ongoing discussion about the SIP as a whole, now that the DISCUSS thread has
wound down. Individual pieces of the SIP will be handled as independent
sub-tasks.
