I believe maxShardsPerNode limited the total number of shards that could be on
a node, not the number of shards for this given collection. Which was probably
more relevant back in the days of standalone and doing everything through core
admin commands instead of collection admin, but has caused me no end to
operational headaches from users who think they have reached some arbitrary
capacity limit because the default value was low.
