i _think_ the "gradle-esque" way to do this is to make the following changes to
{{solr-ref-guide/build.gradle}}
* add a distinct task, similar to buildSite, that sets up the
{{localJavadocs}} property in a {{doFirst}} block
* change {{check.dependsOn buildSite}} to depend on this new task instead of
{{buildSite}}
* add {{documentation.dependsOn}} that depends on this new task
