[~ctargett], the first step is certainly converting the existing documentation 
to .adoc format. At that point, whether the files live in docker-solr or 
solr-ref-guide doesn't matter much to me for 8.x. I think the documentation 
should certainly be fully migrated to the ref guide for 9.0, since that's what 
we are targeting for the official handover from docker-solr to lucene-solr.

Since it wouldn't be much extra effort, I would vote to go ahead and put the 
docs into the ref guide for 8.x as well. That way any improvements we make for 
9.0 can easily be backported without going to a separate repo. But I can also 
see the reasoning behind keeping the docs where the code lives, and for 8.x 
that will be docker-solr.
