So it looks like the title of the Jira is no longer accurate. I think the issue 
arises whenever a special character is used in the path, which Uwe might not be 
including in his test.

I agree that I'm not super happy merging this right before a release when I'm 
not able to test it very easily. I can try to spin up a VM or find an old 
computer and try it out some. The change around the SOLR_SSL_OPTS probably 
worries me the most seeing as that is more than just changing a % to a !.

If someone volunteers to do some extensive testing on this, I think it would be 
a good addition to have. Otherwise it's probably safest to push this back to 
8.7.0.
