Erick: based on the title of this issue and the description, it's focused on
plugins referenced from solrconfig.xml only, and consequently wouldn't include
any Node (CoreContainer) level plugins like the one you mentioned. FWIW my
approach in #1109 would have been near all-encompassing since everything is
loaded with a SRL.
