Jan Høydahl resolved SOLR-9679.

Resolution: Fixed
Test failure was a timing issue. We immediately fired a search after removing
security.json, but as this is kind of async, there is no guarantee when the
change is picked up and deployed. Implemented a retry loop, failing after 10
retries/5s.
