SOLR-10962 in Solr 7.1 deprecated the ReplicationHandler's
{{master.commitReserveDuration}} sub-element in favour of a direct
{{commitReserveDuration}} element for use in all modes:

This ticket here is to remove use of the deprecated sub-element from Solr 8.6
onwards.
