Spin-off from SOLR-12823.
In theory the simulation framework doesn't actually use this file, but
{{SimClusterStateProvider}} relies on its versioning to keep its internal data
structures in sync. This should be changed to use individual DocCollection /
state.json znodeVersion instead.
