I opened [https://github.com/apache/lucene-solr/pull/1449]
- Changed README.txt, MIGRATE.txt, etc. to .md and partially fix its markdown
formatting.
- LICENCE.txt and NOTICE.txt were not modified.
This also modifies build.xml so that distribution package built by {{ant
package-tgz}} includes the all .md files
TODO: run smoke test
