There are many reasons for this at some of the biggest organizations using Solr, but I think you could infer most of them. [~noble.paul]There is already a UI. I am simply replacing it with updated code. The maintenance would not be much greater than the current Admin UI, and in fact the burden should be lower because of the testability and modularity of this UI. If something on the backend breaks the Solr UI, you will probably know before it reaches master. Number of files is a surface-level metric, and without context it lacks value and significance. The fact that the community lacks UI expertise is based on the choice of who is a part of the community. It is certainly not a reality imposed on you by physics. In the future, hopefully it will change — for the sake of the project.
