Indeed I don't think documentation has been listed in LUCENE-9077; I don't
think I even looked at it (although I knew the complexity is there). Please
feel free to open a sub-issue, [~tomoko]. Task dependency looks good to me; the
second probably better than the first (checks prior to rendering).
Let me disable the current javadoc so that it doesn't conflict with
renderJavadoc (we don't use it anyway).
