I think "back when" (although I wasn't around then) it started out as a convenience tool for developers, and grew and grew and grew. It's been substantially (or completely?) rewritten at least once, but not redesigned. Witness all the questions about "securing the Admin UI. So it could certainly stand a thoughtful ground-up redesign. All this to say if you take this on, don't feel constrained to reproduce what's there if you have better ideas.
