I found a fix by upgrading angular-chosen js and change the attribute names on 
<select> accordingly. I think this might have been broken by the recent JQuery 
and AngularJS upgrades, and that our angular-chosen v1.3.0 was no longer 
compatible. New version is angular-chosen v1.9.2

I'll merge this soon, and will also target branch_8_5.

I confirmed that it affects solr 8.5.
