I had to add an explicit input dependency on the patch file, so that it redownloads and patches if needed. Now you see on second run: ``` > Task :lucene:analysis:common:downloadSnowballData UP-TO-DATE > Task :lucene:analysis:common:downloadSnowballStemmers UP-TO-DATE > Task :lucene:analysis:common:downloadSnowballWebsite UP-TO-DATE ```
