Understood ... when i initially filed this jira i wasn't even sure if the
failure had anything to do with using gradle earlier today on the same checkout.
but as i mentioned in my last comment: the part that baffles me is why (ant)
RAT _only_ complains about this file in solr/webapp, and not any of the other
modules? ... smells fishy.
