Sorry I didn't notice the PR; I was distracted by the patches.
Yes, create a JIRA issue just for the LUCENE part. For the time being, just
refer to your existing PR in a comment instead of splitting the PR. If this
gets committed, there might be a single commit referencing both JIRAs in the
beginning. It's okay if the Lucene modifications are insufficient for an
end-to-end system; it's a library so it's expected to some degree. In the
JIRA, find a couple committers who have touched the pertinent files noticeably
in the past couple years and at-mention them to ask for their input on your
changes.
