Erick mentioned offline that he hasn't had much time to test these patches, but
i plan to go ahead and commit {{SOLR-14159_waitFor_testfix.patch}} because even
if it doesn't fix the problems he was seeing, they are still good improvements
to prevent CPU saturation.
I actually realized when looking at the patch again today that there's a second
place in TestCloudConsistency with the same bug – so i'm attaching an updated
patch that i plan to commit shortly.
