Those files appear to be pretty much about the Gradle build, so under this proposal what I would say is that those docs should move to the new top-level `dev-docs` directory. To start we could just put them in that directory and later as we move content into source we could add some organization via sub-directories to help people out. If it looks like we'll do this proposal, I'd be happy to make the changes on the branch to minimize your workload. They should also be converted to .adoc file format, which would be easy for me to do rather quickly and I'd offer to do that.
