Based on Historic jenkins failure stats, it appears that
SystemCollectionCompatTest has had a fairly consistent 2-5% failure rate every
week since it was added.
Based on the jenkins failure logs from the last 7 days, there appear to be 2
completely independent failure paths for this test -- but it's not clear if
they indicate test problems or actual bugs.
i'll open a subtask to track each of them.
