I broadly agree with almost everything you just said.
Eventally, I believe there should be only 2 ways of loading plugins in Solr
* place your jars in $SOLR_HOME/lib
* Use the package management framework we just built
We should deprecate,
* {{<lib>}} directives in {{solrconfig.xml}}
* runtimeLib loaded from blob store
There is almost nothing a user can achieve that we cannot achieve using the
former 2 preferred method.
So, We should have a top level page called Solr Plugin management with the
first two highlighted and we should also have say that the next two will be
deprecated soon
