Yes PR5 will only build the site and push the output/ directory to the
asf-staging branch. I wanted to get that part working before adding the
{code:java}
staging:
whoami: asf-staging {code}
in order to verify the build job separately from the publish job.
The infra documentation doesn't mention anything about the asf-staging branch
needing to exist beforehand.
