I think now we're in agreement.
bq.: [~janhoy] .. and perhaps start moving features from core into packages in
master, targeting a slim solr-core in 9.0, which is a major "feature" in itself.
That is something we can address in long term (preferably after we've moved
over to Gradle). And surely, not in 8x.
TLDR; lets put the supporting pieces for the package manager in 8x now, and
open up the usecase fully for 3rd party plugin/package writers. For first party
plugins/packages, we will wait for a major release (because it affects how we
distribute Solr) and deal with that in a different JIRA/Epic.
