I've spun out finishing the ongoing effor to reign in Solr's tests in this
issue: SOLR-13796: Fix Solr Test Performance. It's based on the Gradle branch
and so I'd like to get it out and in master before merging the Gradle branch
in. The work is largely complete, but still in a bit messy shape.
