SOLR-13734 added support for multiple issuers to JWTAuthPlugin. But so far
AdminUI supports logging in with only the first in the list (primary issuer).
Add support to Admin UI for choosing between configured IdPs if more than one
is configured. With that we are one step closer to deprecating the top-level
issuer configuration keys.
