   Sorry I'm quite late to the discussion around deprecating 
`RuntimeIOException`, but I was wondering whether we could get by without 
having to introduce `FileHandlingException`? 
   How critical is it to have a special `RuntimeException` class to indicate 
that something went wrong, or could we make things work by directly using 
`RuntimeException`?
