I am okay if we just change this PR to just support all combinations. Based

https://docs.databricks.com/sql/language-manual/sql-ref-syntax-ddl-create-table-using.html,
we should do:
`{ { [CREATE OR] REPLACE BRANCH | CREATE BRANCH [ IF NOT EXISTS ] }`
