Review Comment:
   > Yeah agreed that the lack of global committer presents a problem for us. 
Even the post-commit topology sounds like possibly not the right place (based 
on name alone even). Plus we lose access to using that for doing small file 
merging etc
   
   post-commit topology is one cycle behind Commiter, so it is currently fine 
to use it for small file merges and index generation, and we use it internally 
as well.
