## Summary - Compile a multi-value `NOT IN` as `is_not_null(x) AND NOT is_in(x, set)`, so a NULL term never matches. Before this, `NOT is_in(...)` was true for NULL while a one-value `NOT IN` bound to `NOT_EQ` and did not match, so scans and copy-on-write deletes disagreed for the multi-value form. - Add a scan regression test with a NULL row on format v2 and v3, and update the Substrait expression expectations.
