The Kafka Connect runtime ships two distributions, main and hive, each with its own LICENSE and NOTICE. Only main's deps were tracked in `runtime-deps.txt`, so a change to a hive-only dependency (Hive Metastore, Hadoop client) never showed up in any baseline. This moves the existing baseline to `main/runtime-deps.txt` (no content change) and adds `hive/runtime-deps.txt`, so each baseline sits next to the LICENSE/NOTICE it covers. `runtime-deps.gradle` now takes an optional file and configuration so kafka-connect can apply it twice. Other modules are unaffected. The hive check runs as part of `checkRuntimeDeps`, so CI's `checkAllRuntimeDeps` covers both. Related to #18658. Test plan: `./gradlew checkAllRuntimeDeps -DallModules=true` passes.
