### Is your feature request related to a problem or challenge?
I have a project which ends up bundling _both_ `aws-lc-rs` and `ring`. I'd
like to move everything to use `ring` for my needs, because it's much quicker
to build. For my needs our local builds are as much as 2 minutes faster.
Iceberg ends up importing the `aws-lc-rs` TLS provider by default. I'd like
to have the ability to set it to use `ring` instead.
### Describe the solution you'd like
Add two new feature flags:
- `aws-lc-rs` (on by default) -- this continues to use the
[aws-lc-rs](https://crates.io/crates/aws-lc-rs/) crate in dependencies.
- `ring` -- when enabled it sets the dependencies to use the
[ring](https://crates.io/crates/ring) crate.
