List the main changes such as new features, bug fixes, refactoring, or any other updates. --> Classic branch protection can only be bypassed by admins, and while it exists GitHub blocks direct merges for the ruleset's bypass actors (`DIRECT_MERGE: BLOCKED` on an approved PR). This moves the approval and linear-history rules into the Merge Queue ruleset and disables classic protection, as apache/seatunnel does. `iceberg-public` members can then also skip the approval, so CONTRIBUTING.md says to still get one. ## Are these changes tested? <!-- Specify what test covers (unit test, integration test, etc.).
