Yes, it can be toggled. From reading the code, the property only affects how
a new KEK is created. Existing KEKs are always unwrapped via
kmsClient.unwrapKey(), whether they were originally created with wrapKey() or
generateKey(), so flipping the property in either direction does not affect
reading existing keys. The new value takes effect the next time a KEK is
created. I can add a test that switches the flag between two managers sharing
the same keys if that would help.
