This PR isn't stale. I intend to come back to it later, though I don't have
a timeline yet.
To move this PR forward, I think we need to:
- Write a proposal to remove `adjust-to-utc` from the spec.
- Configure readers based on `format_version` from PR #16025 ("V4 Adaptive
Metadata Tree Spec").
Back in September, I started a discussion thread on removing `adjust-to-utc`
in V4: https://lists.apache.org/thread/rqkdptlnpj1ydfrnfj6yth5v0msq5wy5. Feel
free to support the idea or propose alternative options.
