The v4 metrics config refactor can emit `content_stats` fields in map iteration order, reversing IDs 10600 and 10800 in `TestStatsUtil`. Sort generated stats fields by their assigned IDs to keep manifest schemas stable. Issue: User-reported test failure; no GitHub issue filed. Test plan: `TestStatsUtil` checks the field ID order, `TestV4ManifestReader` checks manifest reads, and `spotlessJavaCheck` passed.
