It looks like the community is working on a better solution at the moment. In the meantime here is a patch file, based one the original PR, that applies cleanly to 1.10.1 (and 1.9.2) and has been working for us in a CDC Debezium prod environment for a few months now (+200 tables, some with billions of rows) no performance issues and no duplicates. At least Iceberg sink is always quicker than the Debezium source.
