It does not require timestamp to be globally monotinic, but it helps clients
and users to determine what has been processed. Clients can display this
information to users:
"processed events up to <highest-processed-timestamp>". This is especially
useful if we are currently backfilling / processing past events or if we are
trailing the log for specific events in inactive servers.
I don't feel too strong about this field though.
